E-Poupatempo (Time Saving) : Objectives

Provide all public services on the web in a single virtual space, integrating all the legacy systems, specifically the existing databases, and preserving the autonomy of all entities responsible for the services (2002- 2006).

To encourage citizens (38 millions) to use the e-Poupatempo services, guiding them on this new technology and providing web public access points (e-governance as well as e-inclusion);

Rationalizing, re-engineering and simplifying the public administrative processes adjusting them to the new technologies used in e-Poupatempo;

Acquiring, adapting and developing the ICT technologies, transfering experience and systems from European partners and co-participating in the development of the new generations of platforms, software and methodologies, specially the ones related to open source software

DESCRIPTION OF EXISTING BEST PRACTICES

Experience accumulated during the implantation of presential Poupatempos ( from 1997- 2002, 7 unities, 58000 services per day, 99% citizen approval level). Until 2006 15 Poupatempos more are being installed with an investment of ca. US$ 30 Million. Similar systems are being implemented in all brazilian states and other countries like Portugal, China, Cuba (consulting support from a Brazilian entity).

All the experience and knowledge acquired in those presential Poupatempos are the basis for the specification and requirements analysis of the e-Poupatempo systems

Development and deployment of similar systems, since 1995 in the State and City of Berlin, Germany, with the participation of Fhg R&D Institute FOKUS, TU Berlin. FOKUS is until now the main European technological partner delivering systems like ENAGO Platform (open source software)

Accumulated experience in similar fields from all involved Brazilian partners ( PRODESP, FUNDAP, ABEP, CENPRA) and

European partners: 
FOKUS, Research Institute for Open Systems Communication, Fraunhofer Gesellschaft, Berlin, as the main technology provider and supporter;
Berliner Senat, as a public German user (under discussion);
A Portuguese public institution as the project leader ( under discussion as the applicant);
Spanish Telefonica (under discussion)
